William F. Reddan Safe Harbors Program: Finding Veterans, Providing Hope, and Securing Homes

The William F. Reddan Safe Harbors Program is dedicated to supporting veterans who are experiencing homelessness or housing instability. Through a comprehensive, compassionate approach, the program works to connect veterans with the resources they need, starting with immediate transitional housing and leading to long-term, stable housing solutions.

Our Mission: To identify and reach out to veterans in need, providing them with a safe and supportive environment, and guiding them through the steps necessary to secure permanent housing.

Our Approach:

1. Outreach & Identification: We actively seek out veterans who are at risk of or experiencing homelessness, providing them with a pathway to safety and stability.
2. Transitional Housing: Once connected, veterans are placed in temporary, fully-equipped housing where they can focus on healing, gaining independence, and accessing necessary services—such as mental health support, job training, and financial counseling.
3. Permanent Housing Placement: With ongoing support, veterans transition into permanent housing, ensuring long-term success and reintegration into the community.

Through the William F. Reddan Safe Harbors Program, we honor the sacrifices made by our veterans by providing a roadmap from crisis to stability, empowering them to rebuild their lives with dignity and security.

Master Gunnery Sergeant William F. Reddan AKA Captain Bill Reddan is a man of remarkable titles and unparalleled dedication to service: Ship Captain, Marine Corps Master Gunnery Sergeant, Naval Aviation Water Survival Instructor, Training Officer of the NYC Police Scuba Team, Master SCUBA Instructor, and a champion in competitive water sports. Throughout his extraordinary career, he has embodied the highest ideals of courage, leadership, and commitment to others.

Master Gunnery Sergeant William F. Reddan stands as one of the pioneers and leaders in the scuba diving and water rescue industry. His relentless pursuit of excellence led him to conquer some of the most physically demanding challenges, including the Marine Corps Instructor of Water Survival Course—a grueling program that sets the standard for strength, endurance, and resilience within the Corps. For Captain Reddan, the mission has always been clear: no one gets left behind, and no one sinks under his watch.

As a Naval Aviation Water Survival Instructor and leader of elite rescue teams, Captain Reddan has saved lives, trained heroes, and forged unshakable bonds with his comrades. His service extends beyond the battlefield and training grounds. As a Training Officer of the NYC Police Scuba Team and Master SCUBA Instructor, he has played a critical role in shaping water safety protocols, equipping others to protect and serve in the most challenging environments. His influence in water rescue and safety has left a profound mark on both military and civilian communities alike.

In recognition of his enduring impact, the Safe Harbors Program of the Successful Communities Veterans Empowerment Initiative proudly carries his name. This program stands as a living legacy to his unyielding spirit and his commitment to empowering veterans, ensuring they, too, find safe passage and purpose after service.

The chairman of the board holding a doctorate degree has over 34 years of experience in the health and social services industry with a specialty in successful program development. As a healthcare and community service program developer, his programs have been modeled and are used in hospitals, outpatient facilities, criminal, family, and alternative courts, child welfare departments, homeless shelters, nursing homes, and many other institutions worldwide.

Successful Communities leadership is a diversified team that carries a large set of additional skills and experiences, notably in real-estate opportunity development, & nonprofit business development and operations.

Members of the board holding impressive law degrees have created housing and real-estate opportunities for thousands of individuals and families in most major cities across the United States. Members of the board also retain over 20 years of experience in public administration and have been monumental in helping resolve major housing and homelessness problems in some of the world’s biggest and most successful cities.
